Leadership

The founder and President of Global Procurement Group is Dick Locke. Before founding the GPG in January of 1993, Dick Locke spent fifteen years in Hewlett-Packard Procurement. The last eight years were in management positions in the International Procurement group. While living in Tokyo, he founded and managed HP's International Procurement Operations in four Asian countries: Japan, Korea, Taiwan and Singapore. Later, he managed HP's procurement offices in Mexico, Britain, France, Germany, Israel, and Canada.

Prior to starting the International Procurement program at HP, he managed HP's first company-wide semiconductor procurement team. This team brought together engineers and business professionals under the strategic direction of a company-wide users group, and made major improvements in the quality, cost, flexibility and assurance of supply at HP.

Before joining HP, he held various engineering and management positions with Applied Materials.

He is the author of Global Supply Management: A Guide to International Purchasing, published by McGraw-Hill..

His education includes a BSEE with a concentration in computer science from Stanford University, and an MBA with a concentration in international business from Santa Clara University. He is an ISM Certified Purchasing Manager, and has served as Vice-Chair on ISM's Global  Group.

He is a frequent presenter at ISM and at other conferences where he is known for his dynamic and informative presentation style.
